A Tamilnadu government release recalled that the movement had been launched in 2003 by Ms Jayalalithaa when she was the Chief Minister from 2001-06. However, the scheme was not implemented during the previous DMK regime.

Ms Jayalalithaa has now ordered revival of the scheme to create healthy and clean villages in the state.

The scheme involves recycling drainage water, prevention of defecating in public, solid waste management, setting up of toilet facilities in houses and schools, and accord of recognition to villages which properly implement the scheme.

Along with the revival of the scheme, the government announced a cash award of five lakh rupees to Panchayats, which ensured 100 percent hygiene and sanitation, resulting in formation of clean villages.

The release said every year one Village Panchayat would be selected from each of 31 rural districts and the cash award of five lakh rupees would be presented.
